West Virginia attempted to legalize medical cannabis between 2010 and 2015 through the introduction of bills such as West Virginia Senate Bill 546 and West Virginia House Bill 2909, but these efforts were unsuccessful. In 2017, Senate Bill 386 was successfully passed, legalizing medical cannabis for specific chronic conditions. The bill was signed into law by Governor Justice on April 19, 2017 and became effective in July 2018, but it wasn’t until July 1, 2019 that the state began issuing patient and caregiver identification cards for obtaining medical cannabis.
